Tightly Wrapped
When the string is tightly twisted around the bar, the Yo-Yo will not sleep, and returns to you hand. Ouch!
Loosely Wrapped
If the string is loosly wrapped around the bar then the Yo-Yo goes to sleep and will not return to your hand.
